Buy the Calm Sea friend area.
Fiery Field
Give Xatu Spinda's Clear Feather
Grand Sea
Buy the Calm Sea friend area.
Joyous Tower
Buy the Blue Sky Meadow friend area then clear Pitfall Valley.
Lightning Field
Clear Fiery Field.
Meteor Cave
Make friends with Lugia.
Mt.Faraway
Clear Northwind Field.
Northeren Range
Buy the Southern Island friend area, get Surf then go to sleep.
Northwind Field
Clear Lightning Field.

Western Cave
Make friends with Ho-Oh.
Wish Cave
Get the Blue Sky Meadow friend area and clear Pitfall Valley. After a while Medicham and Ekans will show up and you can chat with them.
